How North Carolina family lost their parental rights for an unpaid bill | Phyllis B. Dooney

 

Parents who have their kids placed in foster care often receive a bill to reimburse the state for part of their expenses. In at least 12 American states there are laws declaring that parents could lose their kids forever if they fail to pay it.

Phyllis B. Dooney and Joseph Shapiro from NPR met the Cunninghams, a family in North Carolina who had a child taken away because of an unpaid bill.
